Research Brief: Beyond Loss Prevention: How GCC Banks Are Redefining Fraud Resilience

We are pleased to share a research brief produced by The Leaders Roundtables / 3A Ventures, in association with Feedzai — prepared ahead of our executive roundtable on Intelligent Risk & Fraud Prevention in GCC Banking.

Fraud strategy in the UAE and broader GCC has moved decisively beyond loss control. This brief examines three structural forces reshaping how Fraud Prevention Executives operate — and what genuine resilience now requires.

Three observations that shaped the brief:

→ Fraud is now a confidence event, not just a financial one. The wrong decision during a stress event doesn't just cost money — it costs customer trust, and that damage compounds before operations teams can respond.

→ AI-enabled fraud has gone mass-market. Deepfake video interviews, synthetic identities, and generative AI scam scripts are no longer edge cases. They are the norm — and money mule networks are increasingly using GCC accounts as their receiving leg.

→ Operational capacity — not detection capability — is often the binding constraint. When a stress event hits, alert volumes, investigation queues, and SAR workloads surge together. How an institution's operating model is structured determines whether it holds.

The performance gap matters: Best-in-Class EMEA institutions achieve fraud detection rates above 70% with false positive ratios around 14:1. Developing institutions sit below 40% detection — with ratios exceeding 50:1. That gap is widening. GCC banks, with their younger tech stacks and forward-looking regulatory environment, are well placed to close it.
